Charity foundation “PATRIOTS”
The Patriots CF was established by companies belonging to the UPEC Industrial Group on the initiative of the Chairman of the Board of Directors Anatoliy Girshfeld, on 25th June, 2011 for providing with targeted assistance employees of the company and implementation of social projects in the UPEC IG companies.
The Patriots CF is charitable non-governmental non-profit organization established in accordance with the Law of Ukraine “On charity and charitable organizations” in order to implement charitable activities in the interests of public or certain categories of natural and legal persons.
President of the Patriots CF Anatoliy Girshfeld tells: “The main objective of the Foundation is a fair distribution of social assistance among people. The Foundation will work on the principle of self-government – like in the old times, when many important matters have been dealt at gatherings. For this purpose there will be elected people, who are not indifferent and trusted by the personnel in all the companies. The elected trustees shall thoroughly study topical issues on their sites. Then the funds will be publicly distributed at the meeting of workers, and the people themselves will decide where to spend money: for the staff needs or financial assistance to individual employee”.
Initially an idea of the Foundation – previously called “Patriot” – was born in 2003, when Anatoliy Girshfeld was elected a deputy of the Verkhovna Rada. Then our whole team keenly felt great responsibility for the voters, and the district, which consists of two cities – Lozova and Krasnograd – with population of more than 100 000 people, and five village areas. And we succeeded to create a system of charitable aid, based on the fair distribution of money between the problems in the district, and between people who needed help. It was truly the people's fund, which operated on the basis of democracy and justice. There was no such experience of charities anywhere in Ukraine. Our experience has shown that it is indeed effective. So we decided to organize the work of the Patriots CF in the same way.
Первоначально идея создания фонда — тогда он назывался «Патриот» — родилась в 2003 году, когда Анатолия Гиршфельда избрали депутатом Верховной Рады. Тогда вся наша команда остро ощутила большую ответственность за избирателей, за округ, в котором два крупных города — Лозовая и Красноград — с более чем 100 тысяч человек, а также пять сельских районов. И нам удалось создать систему оказания благотворительной помощи, основанную на справедливом распределении денег и между проблемами в округе, и между людьми, которые нуждались в помощи. Это был по-настоящему народный фонд, действовавший на основе принципов демократии и справедливости. Подобного опыта работы благотворительных организаций не было нигде в Украине. Наш опыт показал, что это действительно эффективно. Поэтому мы решили работу БФ «Патриоты» построить по тому же принципу.
Народный депутат Украины Анатолий Гиршфельд: «Забота о гражданах своей страны – основная задача государства, также как и отдельно взятого политика. Если каждый депутат, ответственный за свой округ будет проявлять заботу об избирателях, стоять на страже их интересов, стремится создать рабочие места и обеспечить комфортными и безопасными условиями проживания, то со временем жизнь в нашей стране наладится, и мы с уверенностью сможем смотреть в завтрашний день».
Сегодня Благотворительный фонд «Патриоты» продолжает оказывать поддержку и материальную помощь жителям 179 избирательного округа, остро в ней, нуждающихся, а также учреждениям социально-культурной сферы (образования, медицины, культуры и спорта) в вопросах улучшения материально-технической базы, проведения ремонтно-восстановительных работ.
PRINCIPLE OF ASSISTANCE
The funds are distributed on the principle of self-government: the Board of Trustees in all structural units of the company and trustees regularly allocate funds within the budget of the fund.
Targeted assistance is performed as follows:
— Those who need financial assistance apply the Board of Trustees of department (enterprise) by attorney or directly.
— The Board of Trustees studies the application.
— Decisions on the charitable assistance are made at the meeting of the Board of Trustees together with the applicants and the Fund’s trustee.

According to the Statute, the Supreme Governing Body of the Patriots CF is a general meeting of the participants. The Supervisory Board is prescriptive and controlling Body. Executive Body is an Administrative Board, headed by the Executive Director.

REAL Assistance
For the period of functioning, the Foundation has helped many people. Since the day of establishment until April 2016, the assistance was addressed to more than 400 employees of the UPEC and incorporated enterprises, amounting over 500 000,00 UAH.
